America's Secretary of the Army, Daniel Driscoll, was an unlikely envoy for the White House's newest proposal to end the Russian invasion in Ukraine. His strong relationship with Vice President Vance has placed a key ally of the Euroskeptic vice-president at the forefront of President Trump's latest effort to conclude the war.

Prior to his recent visit to Kyiv, Driscoll was unrecognized as a mediator or diplomat, and his early attempts to promote the deal to European policymakers were labeled turbulent.

His strong relationship with Vance, with whom he attended Yale and maintains a personal bond, indicate the rising influence of the non-interventionist vice-president in negotiations to resolve the Ukraine crisis.

The VP's Involvement in Ceasefire Efforts

It was Vance who intervened during Ukraine's president's rocky first trip to the White House in March and insisted he show Trump more respect. Currently, Ukraine is again pushing back against demands from the US to agree to a quick settlement that Ukrainian leaders have described as a capitulation.

After a tumultuous first year in office, foreign policy decisions in the White House are reportedly shaped by a handful of Trump's top advisers, such as chief of staff Susie Wiles, rightwing adviser Stephen Miller, envoy Steve Witkoff, State Department head Marco Rubio, and finally Vance.

Vance has been a outspoken advocate of the latest plan, which was developed by Witkoff and Trump's relative Jared Kushner, together with the Russian diplomat Kirill Dmitriev.

“All criticism of the ceasefire plan the administration is working on either misinterprets the framework or misstates some key reality on the ground,” Vance stated.

Initial Efforts and EU Responses

Vance's early efforts at negotiating a ceasefire agreement with Russia, while also attempting to renew relations with Moscow, were unsuccessful and left his team feeling frustrated with their Russian interlocutors. European officials, in turn, were angered by his early remarks, in which he charged them of ignoring their voters, who Vance claimed held anti-immigration and right-leaning positions similar to those of Trump's own constituency.

But, the recently published ceasefire proposal closely resembled his stances, and he has been one of the most assertive spokespeople for the deal in the administration, even as the US has been under fire for accepting a ceasefire plan that mostly echoes Vladimir Putin's extreme terms.

In posts this weekend, Vance argued that a peace deal would have to produce a truce that respected Ukrainian independence, be acceptable to both sides, and prevent the war from restarting.

“Peace will not be made by failed diplomats or politicians living in a fantasy land,” he continued. “An agreement could be made by intelligent people operating in the real world.”

It was Vance who continued on the presentation of the ceasefire proposal in a conversation with Volodymyr Zelenskyy. Trump had primarily tasked his staff with obtaining a signature on the ceasefire accord prior to Thanksgiving this Thursday in the United States.

The Secretary of State's Response and Internal Concerns

That was a distinctly more enthusiastic endorsement of the proposal than that given by the secretary of state and security advisor, Marco Rubio, a more traditional hawk in the government who has transitioned from a uncertain stature inside the White House to more stable footing.

Rubio was a member of a US delegation that traveled to Geneva this weekend to confer with Ukrainian leaders to help moderate the original 28-point peace plan in order to make it more acceptable to authorities in Kyiv.

However, his first reaction to the agreement was lukewarm:

“Ending a complicated and deadly conflict such as the one in Ukraine demands an thorough discussion of substantive and pragmatic ideas,” Rubio stated recently. “And, achieving a durable ceasefire will require both sides to agree to challenging but necessary concessions. This is the reason we are and will persist to develop a list of possible ideas for resolving this war based on input from both sides of this conflict.”

Behind closed doors, he was said to be much more skeptical of the plan. The Republican senator Mike Rounds stated last week at the Halifax International Security Forum in Nova Scotia that Rubio had contacted lawmakers to clarify that the agreement was just a preliminary proposal from the Russians and not an plan advocated by the administration.
